Leadership Team

Mr. Farrell is a Partner and Co-founder of City Interests Development Partners and PADC Realty Investors LLC (PADC). Both are downtown Washington, DC real estate development and investment companies. PADC, which began operations in 2004, has invested in over 5.1 million square feet of mixed-use development land sites in downtown Washington DC. Founded in 2005, City Interests Development Partners is a fully-integrated real estate development firm focused on the mixed-use urban revitalization of underserved areas in the Washington, D.C. region as well as boutique residential real estate projects in emerging markets such as Adams Morgan, Shaw, Mt. Vernon, and Petworth. The company serves as the Master Developer for Parkside, a 15.5 acre, $860 million development that is the largest privately-controlled, Transit-Oriented Development opportunity in the District of Columbia. City Interests Development Partners is also redeveloping the 4-acre South Capitol Street Shopping Center into a 325,000 square foot, $80 million dollar mixed-use development.

Prior to founding PADC, Mr. Farrell was President and Chief Operating Officer (COO) of Medical Office Properties Inc., a fully-integrated real estate investment trust (REIT) with approximately 22 Medical Office Buildings in 7 states, California, Colorado, Florida, Texas, North Carolina, Virginia and Maryland, and a small portfolio of healthcare-related assets. Mr. Farrell headed the investment team that developed, generated, and executed an investment strategy focused on the sale of existing long term assets in order to focus capital in the medical office building arena. Medical Office Properties was sold to CNL Properties and the balance of the healthcare-related assets to a private investor in May 2004.

Mr. Farrell’s career in real estate began following his graduation from Georgetown University in 1982. Mr. Farrell spent 13 years in the commercial leasing and sales real estate industry working for Cassidy and Pinkard Inc. In 1995 Mr. Farrell joined Legg Mason Wood Walker and Legg Mason Real Estate Services Inc. (LMRES). Farrell started the private equity business platform for private equity investment at both the asset and entity levels. As a Vice President at Legg Mason, Vice President at LMRES and Managing Director of Legg Mason Realty Advisors, Mr. Farrell served in the role of investment banker, overseeing both private and public real estate companies’ efforts to raise private equity in foreign and domestic markets and debt placement for clientele.

Michael is a Vice President at City Interests Development Partners. For the past 12 years, Michael has worked on numerous development projects with a focus on emerging markets east of the Anacostia River in DC. His career started with the asset management of a 6 property, 330,000 square foot retail portfolio, which included various aspects of property management, leasing, and construction of tenant improvements.  In addition, he ran the sales processes for the disposition of each of the portfolio assets. He has worked on the financing of many of City Interests Development Partners projects, including The Colonel at 1250 Ninth Street NW, The Grove at Parkside, and build-to-suit transactions for the DC Government and Department of Veterans Affairs. Michael has worked on financing transactions that have included Low Income Housing Tax Credits (LIHTC), New Markets Tax Credits (NMTC), DC Government grant and soft money subsidies, Credit Tenant Lease structures, Opportunity Zone investments, and HUD debt. Michael earned a B.A. in Finance from The George Washington University and resides in Washington, DC.

Derick Mitchell is a Vice President at City Interests Development Partners and joined the team in 2010. Mr. Mitchell worked on several projects at various phases from conceptual design through construction completion and project close out.  He worked on multimillion dollar affordable and market rate projects that include residential, commercial and office. Currently, he focuses on project design and construction administration activities.

Prior to joining City Interests Development Partners, Mr. Mitchell worked at A&R Development in their District of Columbia Office. Mr. Mitchell worked on several public private partnership affordable projects with the District of Columbia Housing Authority to provide housing opportunities to families at all income levels.

Mr. Mitchell attended the University of Iowa and holds a Bachelors in Economics, Masters in Business Administration, and Masters in Urban and Regional Planning.  Mr. Mitchell lives in Clinton, Maryland with his wife and three (3) children.

Kevin A. DePass, Development Manager at City Interests Development Partners, joined the firm in 2019. As a development and construction professional, throughout his career, Kevin has experience delivering complex commercial and residential projects, including healthcare, office, hotel, multi-family, recreational, education, and energy.

Kevin began his career in the construction management industry as a Project Engineer with one of the nation’s most reputable General Contractors, Mortenson Construction. In his time with Mortenson, Kevin supervised the construction of more than 2.1M square feet, including multiple complex healthcare projects totaling a million square feet, and a multi-phased million square foot office expansion project. Kevin also held a position with Hensel Phelps Development as a Development Associate, developing several multi-family buildings, totaling 800-residential units and a 194-key hotel.

Kevin holds a B.S. in Architectural (Mechanical) Engineering, with an emphasis in designing building mechanical systems, and a B.S. in Construction Management, both from the Milwaukee School of Engineering University.

Jon Lebkisher is an award-winning architect who has designed many distinctive multifamily residential projects throughout the U.S. Lebkisher’s experience includes the design and management of urban infill, transit-oriented, mixed-use, multifamily, healthcare, and university projects, with an emphasis on residential projects. He has worked for internationally recognized prestigious Architectural firms in the positions of Director of Low & Mid-rise Multifamily and Director of Construction Administration. His portfolio, which extends from Vermont to Florida and from Atlanta to San Francisco, includes the design of over 3,700 built residential units and extensive retail/residential space.

Mosiah Lloyd is a Construction Manager for City Interests Development Partners. Mr. Lloyd joined the firm in 2021 to oversee the construction of Parcels 8 and 10. He brings a wealth of knowledge and experience in construction and real estate to the team having worked on projects from feasibility to lease up. His work includes over 1 million square feet of residential, commercial, and mixed-use projects. He has passion for working in the built environment where visions come to fruition.

Before joining CIDP, Mr. Lloyd has worked for a variety of general contractors, owner representatives, and real estate developers. One notable project of his is The Conway Center on Benning Road NE, which is a 350,000 square feet mixed-use commercial and residential building.

Mr. Lloyd holds a Bachelor’s in Building Construction and Real Estate from Virginia Tech as well as a Master’s in Real Estate from Georgetown University. His industry involvement includes being a member of ULI’s Young Leaders Group specifically the Mentor Program and Real Estate 101. He is a lifelong resident of Ward 7 in Washington, DC.

Robert Brandt, an Associate at City Interests Development Partners, joined the team in 2021. Robert is responsible for providing support to the City Interests financing team. Before joining City Interests, Robert gained experience working on JLL’s debt placement and investment advisory teams in Los Angeles.

Robert received a Bachelor of Arts in Political Science from The University of California Los Angeles and is currently completing a Master’s Degree in Real Estate Finance from Georgetown University. Outside of work, Robert competes as a professional distance runner sponsored by Under Armour. Robert was a multiple-time First Team All-American in college and finished 7th in the U.S Olympic Trials 5K.
